Bihar roll stood at 7,89,69,844 electors when SIR began

The Commission's baseline for the Bihar SIR was the electoral roll as it stood on 24 June 2025, which listed 7,89,69,844 electors. Every later Bihar figure (forms collected, names left out of the draft, final roll) is measured against this number.

The 24 June 2025 SIR order itself was listed on the ECI press-release index (PN-233) but its PDF returned 'Access denied' from the ECI server when fetched on 2026-09-25.
