A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.
Figures run to Sep 2026. Several final rolls were still pending then.
Final roll: Kerala's CEO announced a final electorate of 2,69,53,644 on 21 Feb 2026 (The News Minute); ECI's own 15 March note gives 2,70,52,007. The ECI figure is kept as the stage value; the CEO figure and the roughly 98,363 gap between them are recorded here, not invented away.

The Commission pushed every phase 2 date back a week: enumeration to 11 December, draft rolls on 16 December 2025, claims to 15 January, notices and hearings to 7 February, and final rolls on 14 February 2026.
The press note gives no reason for the extension.
