A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.
Figures run to Sep 2026. Several final rolls were still pending then.
Final roll: Kerala's CEO announced a final electorate of 2,69,53,644 on 21 Feb 2026 (The News Minute); ECI's own 15 March note gives 2,70,52,007. The ECI figure is kept as the stage value; the CEO figure and the roughly 98,363 gap between them are recorded here, not invented away.

As reported by The News Minute, Kerala's CEO office announced on 20 February a final electorate of 2,69,53,644, with 53,229 names deleted from the draft after hearings, 13,51,151 Form 6 and 1,59,111 overseas (Form 6A) applications accepted, and 36,88,948 notices issued (19,32,688 'no mapping', 17,56,260 discrepancies). ECI's 15 March note lists Kerala's final roll, published 21 February, at 2,70,52,007 general electors plus 54,052 service voters.
The CEO-announced figure (2,69,53,644) and ECI's figure (2,70,52,007) differ by 98,363; the source of the gap is not explained in either document.
