A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.
Figures run to Sep 2026. Several final rolls were still pending then.
Final roll: Kerala's CEO announced a final electorate of 2,69,53,644 on 21 Feb 2026 (The News Minute); ECI's own 15 March note gives 2,70,52,007. The ECI figure is kept as the stage value; the CEO figure and the roughly 98,363 gap between them are recorded here, not invented away.

Kerala's draft left out 24,08,503 of 2,78,50,855 electors (8.65%), bringing the roll to 2,54,42,352. The reported break-up: 6,49,885 deceased, 8,16,221 shifted, 6,45,548 untraceable, 1,36,029 duplicate and 1,60,830 who did not return or refused the form.
The reported reason-wise counts sum to 24,08,513, ten more than the stated total. The News Minute (21 Feb 2026) described the Kerala draft as 'around 2.70 crore', which does not match the 2.54 crore reported by DH or the arithmetic of later additions; the DH figure is used here.
