Not in the SIR orders in the record. PTI (11 Apr 2026) described a planned Phase III including Jammu and Kashmir; the ECI order of 14 May 2026 does not list it (sir-rules-phase3-order).
The Commission said statutory officers from BLOs to CEOs perform their functions on ECINET with unique IDs and passwords, that no other person, including any other Commission official, can perform those functions for them, and that the system is decentralised as the RP Acts require.
India TV's report was published at 00:00 IST on 25.09.2026, but both reports describe a statement made on Thursday 24.09.2026. Hans India attributes the ECINET part to unnamed ECI sources, so this is not confirmed as an on-record statement of the Commission. The statement was not found on eci.gov.in. It does not address specific cases such as the Goa rollback requests.
