Not in the SIR orders in the record. PTI (11 Apr 2026) described a planned Phase III including Jammu and Kashmir; the ECI order of 14 May 2026 does not list it (sir-rules-phase3-order).
Congress workers protested in Lucknow, Kolkata, Chandigarh, Dehradun, Jammu and Guwahati, where state chief Gaurav Gogoi was detained. Priyanka Gandhi called the BJP's attack a stale story, and BJD president Naveen Patnaik sought the CEC's resignation and a review of the SIR.
