The Reporters' Collective reported that 47.6 lakh Delhi electors were removed and 31.6 lakh more served notices, 54.6% of 1.45 crore, and in a second story on 23 September that officers were told informally to mark ministers, judges, officials and others as VIPs and ensure they were not deleted.
