A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.

Delhi and Maharashtra published SIR draft rolls on 31 August 2026, later than the 5 August date in the phase 3 schedule. Delhi fell from 1.45 crore to 97.53 lakh electors. In Delhi, ECINET then generated 31.6 lakh notices to electors unmapped to the last SIR or with logical discrepancies; Election Commissioner Sandhu's entry was among those flagged, and the ERO said it had been verified and kept for the final roll. Notices were to be disposed of by 29 October and the final roll published on 4 November.
No ECI document revising the Delhi/Maharashtra schedule was found. The Delhi CEO said notices were system-generated and did not mean deletion; Sandhu's entry was validated by the ERO, per the report.
