A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.

Final publication was moved back in several Phase III States/UTs: Maharashtra by 28 days to 4 November, Karnataka and Delhi by 20 days to 27 October, Telangana by 18 days to 19 October, Odisha by 15 days to 21 September, and Andhra Pradesh, Haryana and Punjab by 11 days each.
Delhi's CEO notes of 19 and 21 September 2026 give Delhi's final date as 4 November 2026, not 27 October; Karnataka's CEO gives 27 October for Karnataka. Deccan Chronicle's Maharashtra line is internally inconsistent: 7 September to 4 November is about 58 days, not 28. The dates, not the day counts, should be relied on.
