Appointed by the President on the Union government's advice; took charge 23 Jan 2018. No selection committee existed then. Before the 2023 Act there was no statute on selection: the Union government, by convention, picked senior serving or retired Secretary-rank officers and the President appointed on its advice, with the senior-most EC normally elevated to CEC (as described by the Supreme Court in Anoop Baranwal, 2 Mar 2023).

Ashok Lavasa, EC since 23 January 2018, left the Commission on 31 August 2020 by voluntary resignation, the first EC resignation of the period. When Arun Goel resigned in March 2024, Deccan Herald noted Lavasa had left to join the Asian Development Bank.
Dates are from the tenure table in the Supreme Court's Anoop Baranwal judgment (paragraph 52), which records the executive-only convention in force until 2 March 2023: the President appointed on the Prime Minister's advice, usually a serving or retired Secretary-rank civil servant, and the senior-most EC was elevated to CEC. The table's columns are garbled in the Indian Kanoon text; individual gazette notifications were not opened. Lavasa's recorded dissents on 2019 Model Code of Conduct complaints belong to the dissent/2019 elections record, not this area.
