A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.

While hearing a plea on Covid protocols for counting in Karur, a Madras High Court bench of Chief Justice Sanjib Banerjee and Justice Senthilkumar Ramamoorthy was reported to have said orally that the Commission was singularly responsible for the second wave and should perhaps face murder charges. The remarks were not part of the written order.
The Supreme Court judgment records the reported oral remarks as allegations, not as part of the High Court order. It also notes a 27 April 2021 police complaint in Kolkata against Deputy Election Commissioner Sudip Jain and others.
