A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.
Figures run to Sep 2026. Several final rolls were still pending then.

The Commission may regulate its procedure and allocate business among the CEC and ECs only by unanimous decision. All other business is to be transacted unanimously as far as possible, and when members differ, the majority opinion decides. The CEC has no casting or overriding vote.

The Commission's reply says its decisions were unanimous. Section 18 of the 2023 Act sets when unanimity is required and when a majority decides.
