A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.
Figures run to Sep 2026. Several final rolls were still pending then.
This is Assam's ordinary Special Revision, a different exercise from the Special Intensive Revision (SIR) run in the other states above -- it is not numbered as an SIR phase and 'phase' is left null. The final roll dropped 2,43,485 names between draft and final; final excludes 63,269 service voters, counted separately. Do not treat this as SIR phase data.

Congress MP Abhishek Singhvi said the report showed the CEC had sidelined his fellow Commissioners, citing the 1995 Supreme Court ruling that the Commission is a multi-member body, demanded Gyanesh Kumar's resignation and asked that all dissent notes be made public.
No direct response to this statement was found. The Commission's standing reply to the investigation is its 23 Sep 2026 press note (sir-rules-eci-pn-119-response).
Section 18 of the 2023 Act sets how the three members decide: allocation of work only by unanimous decision, other business unanimously as far as possible, otherwise by majority.
