A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.
Figures run to Sep 2026. Several final rolls were still pending then.
This is Assam's ordinary Special Revision, a different exercise from the Special Intensive Revision (SIR) run in the other states above -- it is not numbered as an SIR phase and 'phase' is left null. The final roll dropped 2,43,485 names between draft and final; final excludes 63,269 service voters, counted separately. Do not treat this as SIR phase data.

The Commission directed a Special Revision of Assam's rolls with 1 January 2026 as the qualifying date, based on house-to-house verification by BLOs rather than SIR enumeration forms. The integrated draft roll was due on 27 December 2025 and the final roll on 10 February 2026.
The Indian Express reports that the Commission decided not to hold an SIR in Assam until the National Register of Citizens exercise is completed; no ECI document stating that reason was found.
