A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.
Figures run to Sep 2026. Several final rolls were still pending then.
West Bengal has two distinct post-draft review tracks in the record: pre-final 'adjudication' of unmapped/flagged electors by judicial officers (resolved before the 28 Feb 2026 final roll, see the note on the final stage), and post-final tribunal appeals against the final roll (appeals_filed / appeals_pending / restored above, running Mar-Sep 2026). Do not sum the two.
Final roll: 6,006,675 more electors were marked 'under adjudication' at final-roll publication and excluded from this figure; judicial officers had disposed of about 27.16 lakh deletions and roughly 32.9 lakh inclusions of that pool by 7 April 2026 (numbers-wb-adjudication-outcome-2026-04).

Appeals still pending: ECI told the Supreme Court on 18 Sep 2026 that 22.21 lakh of these appeals sought restoration of deleted names and 16.10 lakh sought deletion of included names, without saying who filed the latter category; EC Sandhu had separately asked who authorised them (sir-rules-wb-eci-appeals-against-inclusions).

Responding to the Form 6 reports, the Commission said the requirement of a Declaration Form (Annexure D) with Form 6 or Form 8 had been part of the Bihar order of 24 June 2025, the 12-state order of 27 October 2025 and the 19-state order of 14 May 2026, all decided unanimously by the three Commissioners, and that the Supreme Court upheld it on 27 May 2026. It said applicants filing the declaration need not submit any other documents.
Primary text of this statement was not found on eci.gov.in (last indexed press note: PN-119 of 23.09.2026). The response does not address the Commissioners' specific objection, which concerned inserting the question into the statutory online Form 6 rather than the separate SIR Declaration Form. The published 2025 and 2026 orders do state that no documents are collected at enumeration, while the declaration's own information sheet says documents are required on receipt of an ERO notice.
The SIR orders the Commission cites prescribe a separate Declaration Form, headed 'To be submitted along with Form 6/Form 8'. The record holds no notified amendment to Form 6 in the Registration of Electors Rules, 1960 (per The Indian Express's review of the Gazette, noted on sir-rules-annexure-d-declaration).
