Included in Deccan Herald's Phase III draft tally of 17 States/UTs (1 Sep 2026), but no figure for Uttarakhand on its own is in the record (numbers-phase3-draft-tally-2026-09-01).
The Commission ordered the third SIR phase in 19 states and UTs, again on the basis of the 24 June 2025 order, with qualifying dates of 1 July or 1 October 2026 and final rolls from 6 September to 23 December 2026. The order let people link themselves through their own or a relative's entry in the last intensive revision roll, and told EROs to issue notices after the draft to anyone who could not be linked or whose linking showed a discrepancy.
The phase 3 press note of 14.05.2026 (ECI PN-86) is listed on eci.gov.in but returned 'Access denied' on download. The Commission later said this order, too, was unanimous (reported, 24.09.2026). Reasons for leaving out Himachal Pradesh and J&K (Census work and weather) and Assam are from The Indian Express, not an ECI document.
