A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.
Figures run to Sep 2026. Several final rolls were still pending then.
Before the SIR: numbers-sikkim-draft-final-2026-09-06 separately gives 4,71,018 'before SIR' as of 30 May 2026 -- 59 lower -- one day earlier in the same enumeration start.

Sikkim's CEO reported 4,71,018 electors before the SIR and 4,33,294 in the 5 July draft; 37,737 forms were not returned. Of draft electors, 72,135 were unmapped and 52,384 flagged as logical discrepancies. After 16,867 Form 7 objections, 16,809 names were deleted and 1,982 added, for a final roll of 4,18,467.
4,71,018 minus 37,737 is 4,33,281, 13 short of the reported draft figure; the source does not explain the gap.
