A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.
Figures run to Sep 2026. Several final rolls were still pending then.
Before the SIR: numbers-rajasthan-draft-roll-2025-12-16 separately gives 5,46,56,215 'as on 27 Oct 2025 (excl. Anta)' -- about 2.28 lakh lower -- because the Anta assembly constituency was under a countermanded/deferred poll and is excluded from that entry's series. The value kept here is the ECI's full-state Phase II tally.

The Commission extended the SIR to 12 states and UTs covering about 51 crore electors, citing its 24 June 2025 order as having ordered SIR 'in all the States/UTs'. It kept the Bihar guidelines with changes: no documents at enumeration, electors to link themselves to the last intensive revision roll, and notices after the draft only to those who could not be linked. Final rolls were due on 7 February 2026.
Assam, due for an election in 2026, was left out of phase 2 and given a separate 'Special Revision' on 17.11.2025.
