The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.

Annexure II of the Commission's press note announcing SIR phase III lists the electors on each state's roll as on 12 May 2026, the figure it used for planning booth-level work. For these seven states it is the only official pre-SIR total on record.
The annexure labels these 'Electors (as on 12.05.2026)'. It is a planning snapshot, not a roll the Commission calls the qualifying-date roll.
