A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.
Figures run to Sep 2026. Several final rolls were still pending then.

Deccan Herald's compilation reported Puducherry's draft at 9.18 lakh of 10.21 lakh, with 1.03 lakh left out (20,798 deceased, 80,645 shifted or absent, 2,024 multiple enrolments). Lakshadweep's draft listed 56,384 of 57,813, with 1,429 left out (705 dead, 252 shifted or absent, 472 multiple enrolments).
The Puducherry reason-wise counts sum to 1,03,467. The CEO Puducherry and CEO Lakshadweep press notes themselves were not opened.
