A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.
Figures run to Sep 2026. Several final rolls were still pending then.
Before the SIR: numbers-odisha-draft-final-2026-09-21 separately gives 3,33,99,591 'before SIR' as of 30 May 2026 -- about 15,265 lower -- one day earlier in the same enumeration start.

Odisha's CEO said 20,12,557 of 3,33,99,591 electors were excluded from the 5 July draft (3,13,87,034). During the notice phase 58,36,392 notices went out (12,98,779 unmapped, 45,37,613 logical discrepancies). After claims, 2,90,497 were added and 44,777 deleted, giving a final roll of 3,16,32,754 on 21 September.
Odisha's final date was extended from 6 to 21 September (Deccan Chronicle, 2 Sep 2026). Reason-wise break-up of the 20.13 lakh was not in the opened report.
