The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.

Deccan Herald tallied the 17 Phase III States/UTs with published drafts: 36,08,07,394 electors before the SIR, 29,93,00,115 in the drafts, 6,15,07,279 (17.04%) left out. Largest: Maharashtra 2,06,88,487, Karnataka 1,07,96,366, Telangana 73,39,235, Delhi 47,56,722, Andhra Pradesh 44,89,512, Jharkhand 43,61,987, Haryana 33,83,302, Punjab 20,66,635, Odisha 20,12,557. By share: Delhi 32.78%, DNH&DD 29.64%, Telangana 21.69%.
Deccan Herald's aggregation, not an ECI total. Nagaland (draft due 20 September) and Tripura (due 21 October) were not yet included. DH's Karnataka figure (1,07,96,366) differs slightly from the CEO's 1,07,96,339. The same article put completed-SIR reductions in 13 States/UTs at about 10.5% or 5.83 crore. CEO primary documents for Telangana, Andhra Pradesh, Jharkhand, Haryana, Punjab, Uttarakhand, Meghalaya, Arunachal, Manipur, Mizoram and DNH&DD were not opened.
