Not in the SIR orders in the record. PTI (11 Apr 2026) described a planned Phase III including Jammu and Kashmir; the ECI order of 14 May 2026 does not list it (sir-rules-phase3-order).
Priyanka Gandhi Vadra said that if the CEC knew of and allowed unfair elections it would be treason, and called for a transparent inquiry by an independent body. Mallikarjun Kharge said opposition questions about the Commission's role had been dismissed for years.
No direct response to this statement was found. The Commission's standing reply to the investigation is its 23 Sep 2026 press note (sir-rules-eci-pn-119-response).
