A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.
Figures run to Sep 2026. Several final rolls were still pending then.
Goa's net SIR deletion (electors in final roll minus 27 Oct base) is about 1,27,468, per numbers-goa-final-roll-2026-02-21's own computed figure. Separately: 97 electors whom EROs had found eligible were left off the final roll (an ECINet/IT issue the Goa CEO's office and EC Sandhu both escalated). Goa's CEO said on 25 Sep 2026 that many of the 97 have since been enrolled through Form 6 (numbers-goa-97-voters-ceo-response-2026-09-25); no reconciled count of how many were actually restored to the roll itself is in the record, so the value here is the original 97 left off, not a confirmed restored count.

The phase 2 enumeration and declaration forms added a block for the elector's own entry, or a relative's entry, in the roll of the last intensive revision (constituency, part and serial number), with a BLO undertaking that it had been verified. The document list grew to 13 items: the 11 original documents, Aadhaar under the 9 September 2025 letter, and an extract of the Bihar SIR roll.
These are SIR-specific, non-statutory forms. The later dispute (2026) is over inserting a similar last-SIR question into the statutory online Form 6.
The SIR orders the Commission cites prescribe a separate Declaration Form, headed 'To be submitted along with Form 6/Form 8'. The record holds no notified amendment to Form 6 in the Registration of Electors Rules, 1960 (per The Indian Express's review of the Gazette, noted on sir-rules-annexure-d-declaration).
