A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.
Figures run to Sep 2026. Several final rolls were still pending then.
This is Assam's ordinary Special Revision, a different exercise from the Special Intensive Revision (SIR) run in the other states above -- it is not numbered as an SIR phase and 'phase' is left null. The final roll dropped 2,43,485 names between draft and final; final excludes 63,269 service voters, counted separately. Do not treat this as SIR phase data.

In the Lok Sabha debate on electoral reforms, Rahul Gandhi alleged 1.2 lakh duplicate photos in the Bihar SIR roll, sought machine-readable rolls for parties a month before polls and withdrawal of the rule allowing CCTV footage to be destroyed. Congress's Manish Tewari questioned the SIR's legal basis. Law Minister Arjun Ram Meghwal said SIRs were held several times under Congress governments.

On the SIR's legal basis, raised in the debate: the Supreme Court's later judgment of 27 May 2026 on the Bihar SIR traced the Commission's power to Section 21(3) of the RP Act, 1950.
