Aadhaar accepted as 12th SIR document, for identity only, on Supreme Court order

A day after the Supreme Court's order, the Commission told the CEO Bihar that Aadhaar must be accepted as the 12th document alongside the 11 listed, as proof of identity but not of citizenship. It warned that refusal to accept Aadhaar would be treated with the utmost seriousness. Authorities could still verify an Aadhaar card's genuineness.

The standalone copy is listed on eci.gov.in (document id 18256) but returned 'Access denied' when fetched, so it is not cited; the full text was read from Annexure II of the 27.10.2025 order. The letter names the Aadhaar Act as '2026'; the Act is of 2016. The Commission did not add Aadhaar before the court's direction, despite the court's suggestion of 10.07.2025.
