A draft roll is not the final roll — names still return through claims and appeals.
The draft roll is published after enumeration. Names left off it can come back through claims and objections, and new electors are added, before the final roll is published. So the share left off the draft is usually larger than the net change from the pre-SIR roll to the final roll. Where a final roll isn't in the record yet, only the draft measure can be shown.
Figures run to Sep 2026. Several final rolls were still pending then.
Phase 1 pilot SIR, qualifying date 1 July 2025. Final figure of 7,41,92,357 excludes 1,63,619 service voters (total incl. service voters: 7,43,55,976, same entry). ECI's PN of 13 Nov 2025 (ECI/PN/353/2025) reportedly claimed zero appeals and a final count of 7,45,26,858, per numbers-bihar-final-roll-2025-09-30's notes; that press note returned 'Access denied' on the date checked and has no Wayback copy, so those two figures are unverified and are not used as the stage value here.
left_off: ECI's outcome table rounds this to the nearest lakh; the draft-roll figure it also reports rounds separately, so the two do not subtract to exactly this count.

By 11 July 2026 the online Form 6 on ECINET, the statutory form for new voters, carried an inserted 'declaration form' section asking whether the applicant's own name or a parent's or grandparent's name was in the last SIR roll, with booth and serial numbers. It was not marked mandatory but the form could not be submitted without answering. The downloadable paper Form 6 did not include it, and no amendment to the Registration of Electors Rules, 1960 had been notified. It applied in all SIR states except Bihar, and not in Assam.
Exact date of rollout on ECINET is not known; first reported on 12 July 2026 from the portal as accessed on 11 July. The Commission did not respond to The Indian Express before publication in July or September; its later response is recorded separately. Law Ministry Legislative Department Secretary Rajiv Mani could not be reached (July report).
The SIR orders the Commission cites prescribe a separate Declaration Form, headed 'To be submitted along with Form 6/Form 8'. The record holds no notified amendment to Form 6 in the Registration of Electors Rules, 1960 (per The Indian Express's review of the Gazette, noted on sir-rules-annexure-d-declaration).
