On a proposal to change Form 6 through the SIR framework, Vivek Joshi recorded that Forms 6 and 8 are statutory, cannot be altered without amending the Registration of Electors Rules, 1960, and that the lawful course was to send the proposal to the government. Sandhu concurred on file on 19 May.

The Commission and both Election Commissioners did not answer its questions (sent 21 Sep 2026). Under Section 28 of the RP Act 1950, rules are made by the Centre after consulting the Commission.
The SIR orders the Commission cites prescribe a separate Declaration Form, headed 'To be submitted along with Form 6/Form 8'. The record holds no notified amendment to Form 6 in the Registration of Electors Rules, 1960 (per The Indian Express's review of the Gazette, noted on sir-rules-annexure-d-declaration).
