Vivek Joshi wrote to the CEC, Sandhu and Deputy Election Commissioner Sanjay Kumar about gradual centralisation of the electoral roll database and proposed two committees, including an outside IIT expert, to certify that only statutory authorities can change the database and that ECINet complies with the law. Sandhu endorsed it on 13 July; on 14 August he recorded that no action was known to him.
