Goa's CEO reported 11,85,034 electors on 27 October 2025, of whom 10,84,992 returned forms and entered the 16 December draft. The 1,00,042 not included were recorded as 25,574 dead, 29,729 untraceable or absent, 40,469 permanently shifted, 1,997 already enrolled and 2,273 others. Of 9,02,589 electors mapped to the last SIR roll, the ECI IT system flagged 58,923 as 'logical discrepancies'.
