ECI published Bihar's draft roll on 1 August 2025 with over 7.24 crore electors, covering 90,712 polling booths in 243 constituencies. ECI's later outcome table records 65 lakh electors from the 24 June roll as not carried into the draft. The claims and objections window ran to 1 September 2025.
The 1 August press note gives the draft figure only as 'more than 7.24 crore' and does not state the number left out; the 65 lakh figure comes from ECI's 30 September outcome table, which rounds to the nearest lakh. ECI's 1 September bulletin says the list of names not included, with reasons, was displayed district-wise and on the CEO Bihar website in EPIC-searchable form.
