The Commission published turnout of 66.14% for phase 1 (102 PCs, polled 19 April) and 66.71% for phase 2 (88 PCs, polled 26 April), with state- and PC-wise percentages. It said Form 17C data given to candidates' agents would prevail. The release gave percentages, not absolute numbers of votes.
ADR later told the Supreme Court this was about 6 percentage points above the poll-day figures; the Commission's counsel put the variance at 1-2%.
The record holds the Commission's release of final turnout for phases 1 and 2, dated 30 April 2024, eleven days after phase 1 polled.
