The Commission said Modi's 9 April 2019 speech at Ausa, Latur, asking first-time voters to dedicate their vote to those killed in Pulwama and the Balakot strike, did not violate its advisories or the Model Code. It said it had examined the full 11-page transcript.
Deccan Herald, citing The Indian Express, reports that the Maharashtra CEO and the Osmanabad DEO had found the speech inconsistent with the Commission's advisories, and that the Commission overruled them. The Commission's 9 and 19 March 2019 advisories asked parties not to use defence personnel in campaigning.
