Invoking Section 77 of the Representation of the People Act, the Commission sent notices to BJP president J.P. Nadda over complaints about Modi's speech and to Congress president Mallikarjun Kharge over BJP complaints about his and Rahul Gandhi's speeches. It asked for replies by 29 April. Officials said this was the first time the Commission had taken cognisance of an MCC complaint against a sitting PM. The letters did not name the speakers; the complaints were attached.
Congress's Jairam Ramesh said the Commission was being 'super, super cautious' with the PM because the notice went to the BJP president rather than to Modi.
