Congress lodged complaints with the Commission from 1 April 2019 onward alleging that speeches by Prime Minister Narendra Modi and BJP president Amit Shah violated the Model Code of Conduct and the Commission's advisories against using the armed forces in campaigning. The speeches cited included Modi at Wardha (1 April), Latur/Ausa (9 April), and Patan and Barmer (21 April), and Shah at Nagpur (9 April).
The Commission's responses are recorded as separate response entries. Congress said it had filed 11 representations against the two leaders.
